IT Times interviewed Dr. Yang Jae-soo, the advisor to the governor of the province in information and communications to talk about U-Gyeonggi Province's Informatization Master Plan.

 

Q: Please tell us a little about the Gyeonggi-do e- Government Service.

Dr. Yang Jae-soo

A: Under the vision of providing the residents with a comfortable life and creating a speedy administration system, we started the ‘u-Gyeonggi five year informationization plan’. Under the three policies of ‘participation, openness, sharing’, our goal is to create a warm digital world without any information gaps and a comfortable social welfare safety net that is based on IT.

Recently, with Gyeonggi Provincial Governor Kim Mun-soo, we have announced our goal to become the “international business hub” of Northeast Asia under the four strategies in order to realize u-Gyeonggi development. First, we will converge the industry under u-IT. Next, we will create a neo-knowledge future information social infrastructure, thirdly educate new manpower for neo-knowledge society and lastly, create a safe information protection and security base.

Q: What would you say about the Gyeonggi IT industry and IT policy amidst situations of rapid advancement in the information knowledge society through convergence of communications and information technology

A: Until now we have implemented several ubiquitous health welfare systems for the Gyeonggi residents. In Hwasung City, we implemented ADHD remote diagnosis for primary school students while in Uijungbu and Sungnam City we implemented the u-healthcare system for senior citizens. In addition, we have u-care systems for terminal illnesses in both Hwasung City and Sungnam City.

We are planning to improve on these implementations so that many of our residents will benefit from them, and are reflecting this through our policies. One of these are the personal health record health services (u-PHR), which allows people to view and record their medical records from their student years and until the present. We are under evaluation of these innovative social welfare safety nets.

Also in 2010, we created IPTV study rooms in children’s centers all over the Gyeonggi province to facilitate children of poorer families. We are currently running over 650 of these study halls with over KRW 12 hundred million funding. Lastly, we have invited outside professionals to create information protection grids and a safe administration and civil service through the Gyeonggi combined security control center. We are planning to support civilian businesses through this security center later this year.

Q: What is the importance of Gyeonngi informationization in relation with nation-wide informationization plans

A: If we implement IT in SOC areas such as environment, disaster control and distribution we can increase effectiveness and safety. There is no reason that the Gyeonggi province, with its high education levels and beautiful nature, cannot compete with Dubai. How about if we can combine these natural resources with ubiquitous technology Now Gyeonggi must combine IT with natural environment such as rivers, mountains, culture, tourism, agriculture and cities. Especially with over 22 percent of the nation’s flowering industry in the Gyeonggi province, the u-flowering system allowed lowering in personnel expenses and higher-quality farms in the flowering business.

One disappointment is that with the province’s overall tax revenue decreasing, we are hearing strange arguments that funding for social welfare such as free food must be given equally to the poor as well as rich people. There are industries that really require funding, but these ‘unconditional free food’ movements are in the way of creating a more pleasant Gyeonggi province in the real sense. In the end even the more vulnerable members of the Gyeonggi society are being harmed by these arguments.

We are losing energy to be spent on more site-centered and tailored welfare policies. In addition, the social welfare safety net is not getting much synergy effects because of insufficient funding in the IT department, which is a real disappointment. However, with help from the government’s IT industry policy, we are aiming to create and support “job shelters” with the [Software Triangle Belt] and [Large to Small Scale Business Mutual Cooperation] systems.

Q: What is the number one priority informationization enterprise that is under way this year Are there any other mid-long term enterprises you are planning ahead

A: We are planning to support the residents with smart offices and flexible investment techniques, also known as smart-works, for more pleasant work environments. Also we will support them with green work environments, such as smart offices utilizing ICT, to reduce CO2 while implementing change in work methods so that it would resemble those of developed countries for more flexibility. Once we receive funding, Gyeonggi province will be eager to collaborate with the 31 city-provinces to install “Gyeonggi Youngsters u-Safekeeper” in vulnerable areas, to prevent crime and to create safe streets for children. Currently there are over 20,000 CCTVs installed in the Gyeonggi area for crime and environmental surveillance, but we will increase this number and implement policies that will develop mutual connectivity between these systems in order to create safer streets for children, students and women.

Q: Any last comments about informationization or other topics

A: We will support a wealthier Gyeonggi through implementing informationization policies such as combining administrative information, strengthening civil services utilizing u-IT technology, informationization support for information-less areas and classes and informationization through education-industry knowledge networks. We will support the Governor of Gyeonggi Province, Mr. Kim Mun-Soo in creating a u-IT based provincial government in all business areas, allowing Gyeonggi province to take on the role of leader in informationization - the future of Korea.
