Interview) Revive the Hope of the Korean Economy in Crisis

While the so-called Choi-led economy team under the Park Geun-hye administration has begun, the attention has focused on whether Choi Kyung-hwan, new Finance Minister and Deputy Prime Minister for Economic Affairs, is able to Korea recover from its recent economic downturn.

Mr. Choi mentioned the three traps the Korean economy has faced in his inauguration speech: the trap of low growth, reduced balance, and no results. Previously, he said in a hearing at the National Assembly Strategy and Finance Committee that all necessary fiscal, monetary, and credit measures would be used to boost the economy.

He said “the property market regulations that are supposed to be designed for ordinary people are actually hurting those relevant to the market. Expansionary macroeconomic measures, therefore, need to be taken until the economy and consumption is spurred and the old regulations not suitable for the current condition should immediately be removed.”


He emphasized, “There should be more corporate activities for more income. We need to dramatically reform the unnecessary regulations and encourage corporations to aggressively find new investment opportunities in, for example, the service sector.”


Also, he added, “The economy in which the virtuous circle that corporate outcomes leads to household consumptions will get better.” That means efforts will be made for both growth and distribution.
Expectations on the so-called 'Choi Kyung-hwan effect' are high as he is appointed as the new economy leader who should help the Korean economy out of the trap of the low growth since the recent, long economic depression and Sewol ferry incident.
Accordingly, a positive sign in the real estate market has already been detected. The market experts say that the Gangnam area of Seoul starts to show some signs of growth as loan-to-value (LTV) and debt-to-income (DTI) rations are eased and taxes on rental income is also partially removed since his inauguration.


The high hopes on Mr. Choi's stimulus measures resulted in rising transactions in the Gangnam area, an actual barometer to measure real estate businesses, and some positive signs in housing reconstruction projects.


The Mr. Choi-led team has announced it will increase both consumption and investment in the midst of the economic slowdown. The die has been cast. A lot more attentions will be paid on its solution for the Korean economy.

Mr. Choi Yang-hee, the new Minister of Ministry Science, ICT, and Future Planning(MSIP), revealed such ambition in his inauguration speech at Government Complex Gwacheon.

He stated, “I will make efforts to expand the creative economy in the spirit of challenge. The talents and companies with global competitiveness will be promoted by encouraging to generate innovative ideas from creative minds.”

He added, “The dynamism of the creative economy will be enhanced through convergence. We will meet with the creative economy sooner than later by constructing the new, creative economy ecosystem with the convergence of scientific and information technologies.”

He promised to create many more new jobs by aggressively nurturing new, Internet-based businesses including Internet of Things (IoT), Big Data, Cloud, etc. as a hyper-connected society.

He emphasized, “Efforts will be made to innovate the Internet environment by advancing the giga-Internet era and strengthening privacy protection and cyber security, and the broadcasting industry by actively responding to the convergence trend of broadcasting and communications. The communications market will be transformed to maximize consumer benefits by revising communications policies in a demand and consumer friendly way, not the other way around.”

He said, “Scientific technology and ICT need to play a critical role to tear down the invisible wall dividing people with income level and generational gaps and take opportunities by overcoming various challenges. They will help close social gaps leading to realizing the 'warm, equal creative economy'.”

Resolving issues facing creative companies and start-ups

Minister Choi chose 'creative economy sites' like Pangyo Techno Valley, KAIST Institute for IT Convergence, and Daejeon Creative Economy Innovation Center for his first official visits since inauguration to encourage venture companies.
He said the visits were planned to help the sites realize his determination that their efforts need to result in practical outcomes to help realize the creative economy.

Minister Choi used to emphasize the importance of software and basic science when he served as Director of Data Communication Center and Protocol Engineering Center at the Electronics and Telecommunications Research Institute (ETRI), President of Advanced Institute of Convergence Technology at Seoul National University, and First Chairman of Samsung Science and Technology Foundation.

Let me first offer my most heartfelt congratulations on the 10th anniversary of Korea-based global news network The KOREA IT TIMES’ foundation. Serving as a knowledge management (KM) magazine, The KOREA IT TIMES has contributed to ensuring the sustainable development of the ICT sector and strengthening its competitiveness by delivering ICT-related reports in an accurate, in-depth manner. Therefore, I’d like to commend its staff and journalists for their hard work.

Today, the ICT sector is rapidly growing worldwide, thus creating new industrial sectors and transforming our lives. The global electricity industry is also witnessing a paradigm shift toward smart grids, which are based on the convergence of electricity and ICT. Such changes have been the driving force behind the growth of the electricity industry and are creating new opportunities for us to take the ICT sector to the next level.
In tandem with such paradigm changes, KEPCO has been diversifying efforts to evolve into a global top green & smart energy pioneer. Bearing in mind that sharing ideas would lead to a greater good, KEPCO will continue to innovate in order to usher in a new era of power supply.

On the domestic front, KEPCO will follow through with its fundamental missions, i.e. sustainable electricity supply and corporate social responsibility (CSR), while proactively creating new business models though the convergence of electricity and ICT. Over the past 10 years the world has become a smaller place and over that time Korea has opened up to the world more than ever. English has proven to maintain its dominance as a global language, especially in the world of business. On July 2014 Korea IT Times celebrates its 10th anniversary as Korea’s first and only English-language ICT (information and communication technologies) journal. In recognizing the need to provide some exposure for Korean companies and people running those businesses to the rest of the world, Korea IT Times has been a trailblazer in creating an English news outlet in the Korean media market.

The last 10 years have seen a lot of trends come and go, we have had inventions that have changed our lives. The convergence of the agro-food sector and science & technology will create greater high value-addedness than anyone could imagine.

Agricultural development in tandem with the food industry has thrown agriculture back into the spotlight as a new high value-added engine of economic growth. Agricultural products have been widely used in making functional food, medications and other new materials. Sericultre, once regarded as one of the fading industries, is now producing cosmetics, toothpaste, soap and even artificial bones.

The food market is also witnessing various kinds of convergences and fusions such as an RFID-based agro-livestock traceability system and RFID-based smart place of origin labeling. Scientists studying future foods are expected to commercialize in-vitro manufacturing of meat products through “tissue-engineering” techniques in the near future. Some even predict that food made from insects or marine algae would become staples in out diet in 20 years.

The importance of the food industry cannot be stressed enough. The food industry, closely intertwined with food processing, distribution and export industries, is an important cog in the S. Korea economy. That’s why major developed nations have created value-addedness and jobs by scaling up the competitiveness of their agro-food industries. And they are keen on nurturing their agro-food industries into one of the most promising industries, expected to lead their economics in the future. The worldwide food industry is much bigger than the global IT, automotive, steel industries combined. The food industry is increasing value-addedness through the development and processing of new products, thus creating jobs in sectors related to the food industry.

With the domestic market in for a full-blown market opening, the food industry is asked to steel itself against foreign competition. The agro-fisheries sector’s linkup with the food industry is a must in securing the agro-fisheries sector’s competitive edge. Market opening is obviously not a boon for the domestic agro-food industry. But bearing in mind that market opening could pave the way for our agro-food industry to enter more overseas markets, we also have to vigorously target oversea markets.

Saying, “I come from Korea.”

With the grapevine twig-turned charcoal pencil

That my mother made for me

Caught my eye.

 

The taste, the sweetest of all!
