Korea University’s CIST Launches Cybersecurity Think Tank

Korea University’s Center for Information Security Technologies (CIST) held an opening ceremony on June 11 for the Center for Cybersecurity Policy at Korea University’s Centennial Memorial Hall (CDL) in Seoul.

The Center for Cybersecurity Policy will carry out field- and future-oriented research with a vision of establishing itself as a leading cybersecurity policy think tank in Northeast Asia.

The Center for Cybersecurity Policy is comprised of six offices: the cybersecurity research office, the risk management research office, the financial security policy research office, the personal information protection research office, the cybersecurity law and policy research office and the cyber peace and human rights research office.

Lim Jong-in, head of the Center for Cybersecurity Policy, said: “The Obama administration has consistently increased investment in cybersecuirty research over the past eight years. The US government has recently announced a Cybersecurity National Action Plan (CNAP). At the center of the US government’s policy and budget for cybersecurity is the Center for Strategic and International Studies (CSIS).”

“The CSIS, founded at Georgetown University's School of Foreign Service in 1962 by David Abshire, had grown into an independent research institution with a budget of $100 million and 200 researchers in 2014. Our center aims to become Northeast Asia’s equivalent of the CSIS by staying clear of factionalism, ideologies and school ties,” Lim added.

Lim is the man who spearheaded the creation of Korea University’s CIST 16 years ago. Lim previously served as Special Adviser to the President for Security, a member of the Personal Information Protection Commission (PIPC), honorary chairman of the Korean Institute of Information Security and Cryptology (KIISC) and head of the Digital Investigation Advisory Committee for the Supreme Prosecutors' Office.

The opening ceremony was attended by Song Hee-Jun (head of the Government 3.0 Promotion Committee), Park Rae-ho from the Information Planning Bureau at the Defense of National Assembly, President Baik Kee-seung of the Korea Internet & Security Agency (KISA) and Yoo Jun-sang, head of the Korea Information Technology Research Institute (KITRI).

Also present were officials from KB Financial Group, NongHyup, Shinhan Financial Group and Hana Financial Group.
With the launch of the Center for Cybersecurity Policy, the CIST now runs three centers dedicated to cybersecurity research. The other two are the Center for Digital Forensics and the Center for Cyber Defense.
